Fixes #16559 - Do not trim leading spaces for tab delimited (#17442)

* Fixes #16559 - Do not trim leading spaces for tab delimited

* Adds back semicolon delimited test

* Fixes linting

* Adds nolint directive to test because uses strings starting with spaces
