When creating a repo, the "FORCE_PRIVATE" config option should be
respected, `readonly` doesn't work for checkbox, so it should use
`disabled` attribute.

enforcing FORCE_PRIVATE on repo settings was manually tested
with a repository of an unprivileged user after setting
FORCE_PRIVATE = true
This allows `nix flake metadata` and nix in general to lock a *branch*
tarball link in a manner that causes it to fetch the correct commit even
if the branch is updated with a newer version.
For further context, Nix flakes are a feature that, among other things,
allows for "inputs" that are "github:someuser/somerepo",
"https://some-tarball-service/some-tarball.tar.gz",
"sourcehut:~meow/nya" or similar. This feature allows our users to fetch
tarballs of git-based inputs to their builds rather than using git to
fetch them, saving significant download time.
There is presently no gitea or forgejo specific fetcher in Nix, and we
don't particularly wish to have one. Ideally (as a developer on a Nix
implementation myself) we could just use the generic tarball fetcher and
not add specific forgejo support, but to do so, we need additional
metadata to know which commit a given *branch* tarball represents, which
is the purpose of the Link header added here.
The result of this patch is that a Nix user can specify `inputs.something.url =
"https://forgejo-host/some/project/archive/main.tar.gz"` in flake.nix
and get a link to some concrete tarball for the actual commit in the
lock file, then when they run `nix flake update` in the future, they
will get the latest commit in that branch.
Example of it working locally:

After repository commit status has been introduced on dashaboard, the
most top SQL comes from `GetLatestCommitStatusForPairs`.
This PR adds a cache for the repository's default branch's latest
combined commit status. When a new commit status updated, the cache will
be marked as invalid.

Split up `repo.Action` in `routers/web` into smaller functions.
While some of the functionality was very similar (starring / watching),
they are ultimately separate actions. Rather than collecting all of them
under a single handler (`repo.Action`), split them up into smaller,
independent functions.
This does result in a little bit of code duplication, but the
independent functions should be easier to follow and understand.

As more and more options can be set for creating the repository, I don't
think we should put all of them into the creation web page which will
make things look complicated and confusing.
And I think we need some rules about how to decide which should/should
not be put in creating a repository page. One rule I can imagine is if
this option can be changed later and it's not a MUST on the creation,
then it can be removed on the page. So I found trust model is the first
one.
This PR removed the trust model selections on creating a repository web
page and kept others as before.
This is also a preparation for #23894 which will add a choice about SHA1
or SHA256 that cannot be changed once the repository created.
- Remove `ObjectFormatID`
- Remove function `ObjectFormatFromID`.
- Use `Sha1ObjectFormat` directly but not a pointer because it's an
empty struct.
- Store `ObjectFormatName` in `repository` struct
Refactor Hash interfaces and centralize hash function. This will allow
easier introduction of different hash function later on.
This forms the "no-op" part of the SHA256 enablement patch.
Part of #27065
This reduces the usage of `db.DefaultContext`. I think I've got enough
files for the first PR. When this is merged, I will continue working on
this.
Considering how many files this PR affect, I hope it won't take to long
to merge, so I don't end up in the merge conflict hell.

Follow up #22405Fix#20703
This PR rewrites storage configuration read sequences with some breaks
and tests. It becomes more strict than before and also fixed some
inherit problems.
- Move storage's MinioConfig struct into setting, so after the
configuration loading, the values will be stored into the struct but not
still on some section.
- All storages configurations should be stored on one section,
configuration items cannot be overrided by multiple sections. The
prioioty of configuration is `[attachment]` > `[storage.attachments]` |
`[storage.customized]` > `[storage]` > `default`
- For extra override configuration items, currently are `SERVE_DIRECT`,
`MINIO_BASE_PATH`, `MINIO_BUCKET`, which could be configured in another
section. The prioioty of the override configuration is `[attachment]` >
`[storage.attachments]` > `default`.
- Add more tests for storages configurations.
- Update the storage documentations.

IMO, parallelizing might run out server resources more quickly. Gitea
shouldn't use a lot of go-routine in a web handler.
And add a comment about how many repositories there could be at most.

The "modules/context.go" is too large to maintain.
This PR splits it to separate files, eg: context_request.go,
context_response.go, context_serve.go
This PR will help:
1. The future refactoring for Gitea's web context (eg: simplify the context)
2. Introduce proper "range request" support
3. Introduce context function
This PR only moves code, doesn't change any logic.
As promised in #23817, I have this made a PR to make Release Download
URLs predictable. It currently follows the schema
`<repo>/releases/download/<tag>/<filename>`. this already works, but it
is nowhere shown in the UI or the API. The Problem is, that it is
currently possible to have multiple files with the same name (why do we
even allow this) for a release. I had written some Code to check, if a
Release has 2 or more files with the same Name. If yes, it uses the old
`attachments/<uuid>` URlL if no it uses the new fancy URL.
I had also changed `<repo>/releases/download/<tag>/<filename>` to
directly serve the File instead of redirecting, so people who who use
automatic update checker don't end up with the `attachments/<uuid>` URL.

In Go code, HTMLURL should be only used for external systems, like
API/webhook/mail/notification, etc.
If a URL is used by `Redirect` or rendered in a template, it should be a
relative URL (aka `Link()` in Gitea)

This PR add some `Link` methods for different objects. The `Link`
methods are not different from `HTMLURL`, they are lack of the absolute
URL. And most of UI `HTMLURL` have been replaced to `Link` so that users
can visit them from a different domain or IP.
This PR also introduces a new javascript configuration
`window.config.reqAppUrl` which is different from `appUrl` which is
still an absolute url but the domain has been replaced to the current
requested domain.
Change all license headers to comply with REUSE specification.
